Guide on the Application for the Radio Frequency Usage License and the Usage of the Transmission Equipment During the 7th CISM Military World Games and its Preparation Period

 

I. The application for the radio frequency usage license and the usage of the transmission equipment during the 7th CISM Military World Games and its preparation period shall comply with the relevant laws and regulations of the People’s Republic of China and the requirements of this Guide. This Guide is formulated based on the Radio Regulation of the People's Republic of China, Regulations on the Radio Frequency Allocation of the People’s Republic of China and Regulations of Hubei Province on Radio Administration.

II. The organization users, regardless of from mainland China or from countries and regions outside mainland China (including Hong Kong, Macau and Taiwan, the same below), who intend to set up and run radio stations and radio transmission equipment in the key control areas such as competition venues, media center, athletes’ village, and command center (see Appendix 1 for the list) during the 7th CISM Military World Games and its preparation period, must apply for radio frequency and equipment usage license through the “application entry for radio frequency and equipment usage license” on the official website of the 7th CISM Military World Games (http://www.wuhan2019mwg.cn/). The applicants from countries and regions outside mainland China must obtain the “Entry Approval for the Radio Transmission Equipment” before entering mainland China with radio equipment. The approval process includes application for frequency usage license, acceptance, review of the frequency technology, issuance of the “Entry Approval for the Radio Transmission Equipment”, radio equipment testing, and labeling of the radio equipment, as shown in the following flowchart:

III. All procedures concerning the application for the radio frequency and equipment usage for the 7th CISM Military World Games shall be exclusively processed by the Information Technology Department of the 7th CISM Military World Games Executive Commission (hereinafter referred to as “ITD”). The application for the radio frequency and equipment usage shall be processed from April 18, 2019 to September 18, 2019 (Beijing Time). Regarding the early competition events, the application shall be submitted 30 days prior to the start of the competition. ITD is located at the Integrated Operations Center, the Executive Commission of the 7th CISM Military World Games, No. 95 Houhu Avenue, Jiang’an District, Wuhan, Hubei, China (+862787179702).

IV. Users shall download the “Application Form for the Radio Frequency and Equipment Usage License for the 7th CISM Military World Games” from the official website of the 7th CISM Military World Games and fill in and submit it (to radio@wuhan2019mwg.cn by email) as required. ITD, after receiving the application and processing, shall issue the “Entry Approval for the Radio Transmission Equipment” to the qualified users from countries and regions outside mainland China. For users from mainland China, ITD shall process in accordance with original procedures and reply with relevant information to them.

V. The applicants from countries and regions outside mainland China shall go through the temporary entry procedure with the printed “Entry Approval for the Radio Transmission Equipment” and other necessary supporting documents.

VI. Users from countries and regions outside mainland China with diplomatic privileges who apply to set up and run radio stations and radio transmission equipment in the key control areas such as competition venues, media center, athletes’ village, and command center during the 7th CISM Military World Games and its preparation period, shall get the approval by the national radio administration through diplomatic channels, and shall have the proposed radio transmission equipment tested in accordance with Article VII of this Guide. Only after passing the test and being attached with the “Approval Label for the Use of the Radio Transmission Equipment for the 7th CISM Military World Games” can the equipment be taken into the venues and other special control areas for the 7th CISM Military World Games.

VII. Before being put into use, the radio transmission equipment related to the 7th CISM Military World Games shall be tested at the designated location by the radio management service. After passing the test and being attached with the “Approval Label for the Use of the Radio Transmission Equipment for the 7th CISM Military World Games”, the equipment can be used as per the time and area specified by the label and approved technical specifications. The equipment without such approval label shall be prohibited from usage in the venues and key control areas for the 7th CISM Military World Games. Users may appoint the radio management service to conduct an on-site test if it’s hard to carry equipment (appointment phone number: 027-87179702).

VIII. Equipment testing sites

IX. The roaming terminal connected to the public mobile communication network in Wuhan, the embedded wireless network card in a portable computer, the radio remote-control vehicle key with a transmission power below 1mW and the wireless remote-control device of a camera shall not be subject to the approval. Except for the equipment and devices mentioned above, other short-distance micro-power radio transmission equipment which is not subject to radio license management shall not enter the venues or other key control areas before being attached with special label during the 7th CISM Military World Games and its preparation period.

X. When the radio control is implemented during the games, all radio stations, radio transmission equipment and other non-radio equipment that radiates radio waves within the radio control area shall be set and used in compliance with the relevant regulations.

XI. The approved radio stations, radio transmission equipment, and other non-radio equipment that radiates radio waves shall be subject to the emergency measures taken by the Radio Management Department if they have a significant impact on the event.

XII. When the approved radio stations and radio transmission equipment related to the 7th CISM Military World Games are subject to radio interference, the users may complain to the venue information technology supervisor about interferences concerning competition venues and to ITD about other interferences. ITD shall notify the complainant once solving such interferences.
